The visa episode intermediate outcome for Russians: some EU member states, e.g. the Netherlands, Estonia, Latvia, advocated not issuing Schengen to Russian citizens, Finland significantly reduced issuance to 90%.
France, Germany did not support this, so a compromise was found: abolish the simplified procedure for issuing visas. Now they would have to pay 80 Euros 35 Euros instead, collect more documents and will not be able to get a multiple entry visa. The processing may take up to 6 months.
