Russia has introduced a “cooling-off period” for SIM cards.

They will be blocked immediately upon returning to the home network upon crossing the border. Activation times will range from 10 seconds to several minutes. SIM cards for passengers traveling on trains to the Kaliningrad Region will also be subject to restrictions.
