Borders are closed. There are few exceptions, however.

These passengers are allowed to enter:

• citizens and permanent residents of Brunei Darussalam;
• holders of a diplomatic passport with an Entry Travel Pass letter issued by The Government of Brunei Darussalam and a return/onward ticket;
• until 15 October 2021, holders of an Entry Travel Pass letter issued by The Government of Brunei Darussalam if arriving from a country other than Bangladesh, India, Indonesia, Nepal, Pakistan or Sri Lanka. They must have stayed in the country of departure for the last 14 days before departure;
• people travelling on business or on duty with an Entry Travel Pass letter issued by the Government of Brunei Darussalam. They must have stayed in Singapore in the last 14 days before departure and have a mobile device with the BruHealth app downloaded. More details can be found here

Arriving people:

• must have a negative COVID-19 RT-PCR test taken not more than 72 hours before departure. This doesn’t apply to citizens and permanent residents of Brunei Darussalam;
• are subject to a COVID-19 RT-PCR test upon arrival;
• must have proof of payment for the PCR test. This doesn’t apply to citizens and permanent residents of Brunei Darussalam and holders of a diplomatic passport;
• could be subject to quarantine.

Holders of an Entry Travel Pass letter issued by The Government of Brunei Darussalam must have a confirmed hotel reservation and download the BruHealth app on their mobile device.
