The rule doesn’t apply to:

• citizens of Finland and members of their families;
• residents of Finland;
• passengers travelling from Denmark, Estonia, Iceland, Latvia, Lithuania or Norway
• citizens of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland, United Kingdom who have residence in Finland and members of their families;
• citizens and residents of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland, United Kingdom and members of their families who are coming back through Finland to their residence country;
  – passengers studying in Finland, if arriving from another EU or Schengen Member State.
• people travelling on business issues.
• nationals of Algeria, Australia, Georgia, Japan, Korea (Rep.), New Zealand, Rwanda, Thailand, Tunisia and Uruguay traveling as students;
